Garry West (Chair)

Garry West is a former member of the NSW Parliament (1976-1996) and held various Ministerial portfolios including the Tourism, Lands and Forests, Conservation and Land Management, Energy, Local Government, Police and Emergency Services. Retiring in 1996, Garry has provided strategic advice to a number of clients and is the independent Chair of the Northern Joint Regional Planning Panel.  Garry has been a part-time member of the NSW Planning Assessment Commission, completing his term early in 2017.

Garry’s past consultancies and appointments include Chair of the Central West Rural Land Panel, where he was instrumental in conducting the State’s Inquiry into rural land use planning,and Management Review of the Northern New England RLPB. Garry was the Administrator of the Molong and Northern New England RLPB and acting General Manager for the Hume and Mid Coast Livestock Health & Pest Authorities. Garry is a resident of Orange and is active in the community. 

Pamela Westing
Pamela Westing has more than 25 years of experience in planning and local government in NSW and elsewhere, and several years in related consultancy work. Pamela's local government experience includes five years as a council General Manager, seven years as a Sustainable Development Department head and previous senior experience in the town planning and building fields.
Pamela has previously served on the Coastal Council and the Natural Resources Advisory Council of NSW.
A resident of the NSW North Coast, Pamela holds a Master of City and Regional Planning and a Bachelor of Arts in Political Science (Hons) from the University of California and is a fellow of the Planning Institute of Australia
Stephen Gow
Stephen Gow has 34 years of experience in planning, working for local government and in private practise. Stephen has lived and worked in Northern NSW for over 25 years. Stephen has considerable experience working with significant developments and has a particular interest in heritage matters.

Stephen has a Masters degree in Environmental & Local Government Law from Macquarie University in 2000, a Graduate Diploma (Applied Science) Environmental Health from the University of Western Sydney in 1994 and an Honours degree in Town Planning from the Polytechnic of the South Bank in London in 1977. He is a Fellow of the Planning Institute of Australia.
If a permanent member declares a conflict of interest, or is unavailable for a meeting, an alternate can be selected from a pool of alternates who act for all regions.  For a list of all alternate members, please click here.
